We were getting warnings from npm such as

npm warn deprecated [email protected]: This module is not supported, and leaks memory. Do not use it. Check out lru-cache if you want a good and tested way to coalesce async requests by a key value, which is much more comprehensive and powerful.
npm warn deprecated [email protected]: Rimraf versions prior to v4 are no longer supported
npm warn deprecated [email protected]: Glob versions prior to v9 are no longer supported

These stemmed from the rimraf package being quite out of date. So this PR updates rimraf and a few other deps to newer versions to remove these warnings.

Notably, I've upgraded typescript to the latest version, but this broke some tests that were using deprecated compiler functions (createLiteral). This has been fixed. ttypescript has been replaced with ts-patch which does the same thing but works with the new TypeScript version, and ts-nameof has been replaced with @typescript-nameof/nameof for the same reason.
